Reordering Woodpecker Questionnaire fields is simple and easy to do. When creating a new questionnaire or editing an existing one, you'll see an icon that looks like six little dots on the left of the field.

Place your mouse cursor over the dots (your cursor will turn into a glove icon) and click and drag up or down. You'll be able to change the order of your fields by dragging and dropping the field that you selected. Save your questionnaire and this new order will be reflected in the submission form.
